Accenture contracted with the Texas Department of Information Resources (DIR) to provide Cloud Services (ACP) to DIR customers.

Overview:

Accenture is offering Cloud services through its contract with DIR under its DIR Cooperative Contracts. Cloud computing is a model for enabling available, convenient, on-demand network access to a shared pool of configurable computing resources (e.g., networks, servers, storage, applications, and services). Cloud Services are generally expected to offer reduced cost and increased efficiency for government organizations. This contract is for services only. No hardware or software products may be sold through the Cloud service contract. The contract may be used by state and local government, public education, other public entities in Texas, as well as public entities outside the state. About the Contract

Accenture LLP offers cloud services including Infrastructure as a Service, Platform as a Service Miscellaneous as Service and Cloud Broker Services through this contract. A break-down of each technology category awarded can be found below. Customers can purchase directly through this DIR contract. Contracts may be used by state and local government, public education, other public entities in Texas, as well as public entities outside the state.

Technology Category 1: Cloud Infrastructure as a Service (IaaS).

The capability provided to the consumer (DIR Customer) is to provision processing, storage, networks, and other fundamental computing resources where the consumer is able to deploy and run arbitrary software, which can include operating systems and applications. The consumer does not manage or control the underlying cloud infrastructure but has control over operating systems, storage, deployed applications, and possibly limited control of select networking components (e.g., host firewalls).

Technology Category 2: Cloud Broker.

A cloud broker is an entity that manages the use, performance, and delivery of cloud services, and negotiates relationships between cloud providers and cloud consumers. A DIR-CPO-TMP-563 cloud broker acts as the intermediary between consumer and provider and will help consumers through the complexity of cloud service offerings and may also create value-added cloud services.

Technology Category 3: Cloud Platform as a Service (PaaS).

The capability provided to the consumer (DIR Customer) us to deploy on to the cloud infrastructure consumer-created or acquired applications created using programming languages and tools supported by the provider. The consumer does not managed or control the underlying cloud infrastructure including network, servers, operating systems or storage, but has control over the deployed applications and possibly application hosting environment configurations.

Technology Category 4: Miscellaneous as a Service (MaaS).

This category should be used to describe cloud service offerings that do not meet the definition for Broker, IaaS or PaaS as defined above. Offerings in this category must comply with Texas Government Code, section 2157.068. DIR expects that the services offered in this category will align with essential characteristics identified in Section 2.1 above, understanding that not all essential characteristics will apply to all services offered. This category, while untraditional in today’s marketplace, is intended to allow innovation in the consumption of technology services when leveraging cloud delivery models. DIR reserves the right to reclassify an offering in this category to one of the other categories in scope for this RFO if DIR determines that a different category better describes a service offering.

Instructions for Obtaining Quotes and Placing Purchase Orders for DIR-CPO-5171
(DIR - customer process for submitting SOWS)

Step 1. Customers must complete a Statement of Work (SOW) that must be in the form contained in Appendix D.

Step 2. Use the Statement of Work template above and include the minimum suggested items such as:

    • Specific Application Technical Requirements

  • Compliance Requirements

    • Accessibility Requirements
    • Security Requirements
    • Privacy Requirements

  • Reporting Deliverables
  • Pricing

Step 3. State agency customers (not including institutions of higher education) must follow the purchasing thresholds specified in Senate Bill 20 and submit SOWs to DIR for review and approval both at the draft and final submission phases. Step 4. Vendors provide a written response.

Step 5. Customers should negotiate pricing of deliverables directly with vendor.

Step 6. Customers and vendors may work together to improve the SOW.

Step 7. Customers may negotiate the terms and conditions of a SOW to suit their business needs, as long as the SOW terms and conditions do not conflict with or weaken the terms of the contract.

Step 8. Customer issues a purchase order (PO) based on the negotiated specifications in accordance with the SOW, and Vendor begins work upon receipt of PO. (DIR Contract Number DIR-CPO-5171 must be referenced on the PO.) Vendor then invoices Customer.

Services Warranty and Return Policies
Vendor and Order Fulfiller will adhere to the Vendor’s then-currently published policies concerning services warranties and returns. Such policies for Customers will not be more restrictive or more costly than warranty and return policies for other similarly situated Customers for like services.
