Responsive strategic sourcing for services (RS3)

Designed to provide ACC-APG customers with knowledge-based support services for requirements with Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) related needs.

RS3 provides support services for a diverse group of organizations that span the spectrum of mission areas for programs with C4ISR related requirements. Areas of support include Engineering, Research, and Development, Test and Evaluation, Logistics, Acquisition and Strategic Planning, and Education and Training.

The RS3 scope replaces five expired/ expiring Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts: WEBBS, TAOS, TIES, S3, R23G. Customers may include various Army Contracting Command – Aberdeen Proving Ground (ACC-APG) customers, other Program Executive Offices (PEOs), other Department of Defense (DoD) agencies, and other federal agencies.

Contract Type: This is a Multiple Award Task Order (MATO) IDIQ contract.

Contract Ceiling: $37 Billion

Task Order Types: Individual task orders allowed under this agreement are Firm Fixed Price (FFP), Cost-Plus Fixed Fee (CPFF term or completion), Cost Plus Incentive Fee (CPIF), Cost (no fee).

Period of Performance: The RS3 basic contract awards consist of multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts with a base period of five years, plus one Five-year option, for a total of ten years of performance, if all options are exercised.
