Human Capital and Training Solutions (HCATS)

Overview

HCaTS is a government-wide, Multiple Award, Indefinite-Delivery, Indefinite-Quantity (MA-IDIQ) task order contract vehicle for customized training and development services, customized human capital strategy services and customized organizational performance improvement services. It is available for use by all federal agencies.

Services

HCaTS consists of two pools covering different NAICS codes and size standards. All NAICS codes in each pool (contract) have the same Small Business Size (SB) Standard. AFS has been awarded separate contracts for each of those pools.

Task Order Types: Subject to FAR and Agency level required consideration criteria, limitations and/or prohibitions, agencies may use any appropriate contract type. These generally include, but aren’t limited to:

Fixed-Price, all types
Cost-reimbursement, all types
Time-and-materials
Labor-Hour
Hybrids of any of these types
