  • (Internal Title: Property Services III)
    • Manage and support various planning and strategic capital coordination projects managed by PPD’s Planning & Approvals team.
    • Act as a key liaison with various internal and external groups to support planning and permitting processes, the City and client’s Capital Delivery Coordination (CDC) program, improve efficiencies, develop metrics and KPI’s to demonstrate process improvements, participate and coordinate activities supporting PPD’s long-term urban planning projects, comment and engage with various municipal and provincial agency staff on long-range planning studies intersecting client’s ongoing and planned capital projects, and monitor and track various strategic and long-term planning initiatives to maintain project deliverables and program goals.
    • Supports the interface between client and the City’s CDC office, including attendance of meetings, working with ECE groups to ensure capital project information is comprehensive and up to date, mitigate identified conflicts with other City projects, provide client capital project information to City staff, and work closely with all groups to resolve capital project conflicts in advance of contracts being awarded as well as work to facilitate bundling opportunities with other projects, wherever possible.
    • Play a key role in developing and implementing process improvements for ECE and with the city.
    • Support implementation of the Real Estate Investment Plan (REIP) Program, including authoring the strategy document, engaging with internal staff to coordinate client’s various real estate initiatives, and coordinating the comprehensive REIP update program and annual implementation plan update, under the oversight of the Director, Planning & Approvals.
    • Coordinates timely review and commenting of Review Routing System circulations on behalf of the Planning & Approvals group, with focus on circulations for client capital projects and coordination of PPD sign-off, to ensure timely review and RRS responses.
    • Acts as a main client contact for various municipal and provincial long-range planning or planning policy exercises that intersect client’s ongoing or planned capital projects. These planning studies may include Official Plans, Secondary Plans, District Plans, Feasibility Studies, municipal Class EA studies, etc., and include monitoring and tracking ongoing and planned planning initiatives, providing comments on behalf of the client, and participating in technical advisory and stakeholder working groups to represent the client, as required, related to capital projects involving (but not limited to) Easier Access, fire ventilation upgrade, Transit Operations Facility, e-bus program, Lines 1/2 Capacity Improvements Programs.
    • Supports special PPD projects under the client’s capital portfolio, under the supervision of the Director, Planning & Approvals, Manager, Programs & Partnerships, and Manager – Utilities, and PPD Department Head;
    • Establishes and enhances procedures and processes of the Planning & Approvals group
    • Coordinates various interfaces and manages relationships with internal and external stakeholders related to Planning & Approvals capital project portfolio and functions. This will be a key component in all of the above-noted job functions.
    • CDC-related documentation (both internal documentation and documents submitted externally, as required);
    • Various written documents, including presentations, tables, memos, board reports, strategy documents;
    • Deliverables required for the Real Estate Investment Plan Comprehensive Update
    • Trackers and dashboards to monitor various Planning & Approvals projects and initiatives, including development of metrics & KPI reports for use in presentations and communications;
    • Daily deliverables to document and outline research, development of strategy documents.

Requisitos

  • Bachelor’s degree in urban planning, long-range, strategic and policy planning, transit, and development
  • Minimum of nine (9) years of relevant work experience in a land development, urban planning, environmental studies and/or planning policy
  • Knowledge of municipal and provincial planning legislation and regulatory requirements, planning approvals, strategic plans, and permit issuance and associated processes
  • Demonstrated ability to effectively and efficiently review and comment on various planning matters, including policy documents, planning studies/guidelines, design submissions related to planning and permitting approvals
  • Holding recognized certifications with relevant professional associations such as IRWA, OPPI, etc.

BONUS POINTS IF YOU HAVE: 

  • Sound judgement; excellent organizational, interpersonal, analytical, and problem-solving abilities with exceptional attention to detail
  • Good oral and written communication skills, and analytical ability for the purpose of obtaining, and interpreting the accuracy and completeness of information provided
  • Proficient in use of relevant office technology, software and applications (e.g. Microsoft Word, Excel, Access, Power Point; Power BI) for use to create and implement dashboards and trackers to monitor projects and generate metrics, and create presentations for internal and external stakeholders.
  • Thorough understanding of the entire Property Acquisition and expropriation process
  • Detailed knowledge of Real Estate or Property, Development, or Infrastructure is required
  • Proficient in construction methods
  • Proven capability to lead the Property Acquisition strategy for a project element or medium-complexity project
  • Experience in development projects including heritage, planning policy, and approvals
  • Strong people skills and confidence to effectively engage with a variety of internal and external stakeholders
  • Expert grasp of infrastructure projects
  • Ability to arrange priorities and escalate competing risks to meet deadlines with minimum input from leadership
  • Keen eye for detail and adept problem-solving abilities
  • Must have demonstrated experience relaying and receiving information (written and verbal)
  • Expert ability to work collaboratively in a structured, disciplined, multi-disciplinary technical environment
  • Adept at resolving issues and maintaining effective working relationships
