Job Description
- (Internal Title: Estimating IV)
- Develop and approve estimate plans, budgets, and schedules for major Transmission & Distribution and Utilities projects
- Maintain the overall requirements of the estimate and anticipate overlaps and gaps in costing specific to utilities and transmission projects
- Outline the human and material resources required to successfully execute estimating services for Transmission & Distribution projects
- Manage and control the delivery of estimated project work per the project plan, ensuring alignment with industry standards for utilities
- Monitor estimating staff performance to ensure excellence and adherence to scope, schedule, budget, and specified deadlines
- Identify estimating risks, participate in risk discussions, and implement mitigation strategies, contingency plans, and recommendations tailored to utilities projects
- Track, monitor, and report performance against project requirements, addressing issues with corrective actions as appropriate.
- Evaluate estimating effectiveness by consulting with clients and project staff, ensuring alignment with Transmission & Distribution project goals.
- Provide expert guidance and review all estimates and studies, ensuring compliance with industry standards and best practices.
- Optimize estimating data, basis, and assumptions for completeness and reasonableness, correlating to other projects and standards within the utilities sector
- Perform high-level confirmation of developed quantities and review criteria for pricing structures to ensure complete and reasonable pricing.
- Approve discipline estimates and study presentations, comparisons, and reconciliations for Transmission & Distribution projects.
- Revalidate the estimate plan as required and manage changes to base estimates generated by both internal and external sources, including vendor-driven changes
- Contribute to the identification of scope deviations and ensure lessons learned are incorporated into estimates
- Recommend and approve contingency and escalation rates to be presented to the project team
- Analyze the complete Request for Proposal (RFP) and incorporate commercial terms and conditions (tax and currency exchange, etc.)
- Liaise with client personnel to gain an understanding of specialized aspects of estimating methodologies for utilities projects
- Keep stakeholders informed of progress and ensure their buy-in to developing estimates for acceptance
- Formulate and deliver progress reports, proposals, and presentations to various audiences, including the project team, client executives, and key stakeholders
- Clarify internal quality control checks and participate in quality issue resolution
- Define success criteria for estimating services and disseminate them to involved parties throughout the project and program life cycle
- Recommend and manage project and program expectations for estimating services while delegating and managing deliverables with team members and stakeholders.
- Complete any tasks assigned by senior leadership efficiently and timely

Qualifications
- Experience:
- Minimum of 14 years of experience in large or complex project estimating, with a focus on Transmission & Distribution and Utilities
- Education:
- Bachelor’s degree in a relevant field
- Licenses OR Certifications:
- Holding recognized PEng. licensure or certifications including Certified Engineering Technologist (CET), Certified Estimating Professional (CEP), Association for the Advancement of Cost Engineering (CEP-AACE)
- Skills and Competencies:
- Bilingual in English and French would be preferred
- Strong understanding of estimating core processes and procedures within the Transmission & Distribution and Utilities sectors
- Demonstrated skill in performing all levels and types of estimating, quantification, pricing, cost analysis, escalation, and contingency analysis
- Proven technical excellence with the ability to inspire confidence in the integrity of the estimate
- Extensive knowledge of engineering performance, manual labor performance, equipment production, and derivation of manual and non-manual wage or salary rates
- Expert capability to understand current industry and technical developments, bond and insurance terminology and pricing, currency exchange impacts, and hedging arrangements
- Advanced skills in Microsoft Office and proficiency in general estimating systems (e.g., CostX, HCSS)
- Must maintain professional development to keep abreast of emerging technologies, methods, and best practices
- Ability to arrange priorities and escalate competing risks to meet deadlines with minimum input from leadership
- Keen eye for detail and adept problem-solving abilities
- Demonstrated experience in relaying and receiving information (written and verbal)
- Expert ability to work collaboratively and independently in a structured, disciplined, technology-driven environment
