To provide direction, oversight and management of the payroll function for Accenture Middle East & Turkey; ensuring the Payroll team’s full understanding of, training in and compliance with all payroll processes. To ensure payroll systems and processes are regularly reviewed and updated in line with Accenture, regulatory and statutory requirements, and so that processes are as efficient and automated as possible to eliminate duplication and potential for errors. To ensure that the payroll is run accurately and that all employees are paid on time whilst complying with statutory and Sarbanes Oxley obligations. To work effectively, supportively and in a timely way with all stakeholders including HR, Finance, Information Security, Global Payroll Lead and the MET Payroll off-shore team. To select, train, develop, motivate and lead the payroll team, working with Accenture people management policies and modern team leadership styles to build a high performance, engaged and capable team. To keep abreast of modern developments in payroll management by reading and external networks/professional bodies. To represent and raise the profile of payroll within the business to ensure that payroll has an active role in any decisions which affect the payroll function. The role holder is responsible for establishing, operating, monitoring and improving the local information security systems, processes and governance, the intent of which is to manage the information security risk faced by the information systems and data assets within MET. A significant part of the role is to ensure all applicable information security controls are implemented and are operating effectively to mitigate against identified information security risks and help safeguard against currently unknown risk. Accenture standard Information Security controls can be found at Protecting Accenture.Scope: ME & Turkey personnel payroll.Setting up timetables and ensuring that the relevant parties are made aware of all deadlines each month. Failure to meet some of these deadlines could result in employees and third-party bodies not being paid on time so it is imperative to ensure adherence to timelines. Adherence to the internal guidelines and ensuring that Accenture are compliant on these monthly controls. There are 4 specific payroll controls and 2 HR controls which have been delegated to payroll. Non-adherence to these controls or non-compliance can result in failure and escalation to the Senior Executive Board. Adherence to the Statutory Accounting Officer (SAO) monthly controls. Payroll has 7 controls that are either monthly, quarterly, annual or “as needed” requirements. Adherence to these controls needs be monitored and reported on monthly and/or annually. Failure to comply with these controls could result in fines being levied against Accenture via the SAO. Adherence to Accenture information security systems, processes and governance. Responsibilities & Accountabilities:Payroll Management Ensure all payroll operations and processes are compliant with each country statutory and regulatory requirements, Accenture Global Payroll policies, Accenture Information Security and Governance requirements and other company policies. Ensure all internal controls are performed during payroll processing to meet the audit requirements including Sarbanes Oxley and SAO controls. Ensure the payroll team is briefed regularly (weekly and monthly meetings) to review current payroll processing requirements and any upcoming events. Ensure payroll operations including resourcing all payroll functions run smoothly and any issues are managed, resolved and reported in line with policy. Resolve any escalated queries. Ensure BACS releases for all payrolls are checked and Cash Payments instructed to release funds from the Accenture/Avanade bank accounts, ensuring employees are paid on time and that funds are available in the Accenture/Avanade bank accounts. Ensure Payrolls are checked and signed off in line with policy to ensure employees are paid without error and statutory and internal requirements are met. Ensure all Payroll team members are fully trained to operate the payroll processes they are accountable for, can provide appropriate cover during periods of holiday and sickness, understand and operate required controls and information security requirements and prompt reporting of any issues or errors. Ensure tax requirements are met in respect of redundancy and other termination payments.Produce, monitor and manage department budgets, keeping costs within agreed limits. Payroll Team Leadership Lead, motivate and develop both direct report(s) and the full payroll team to ensure all service, regulatory and performance standards and expectations are met. Recruit, select, on-board, manage performance achievement and develop potential, ensuring that all HR requirements and company policies are carried out on time and in full. Role model management of the Performance Achievement and Career Counselling tools and processes, holding regular meaningful conversations and one-to-one meetings with direct report(s), providing feedback, coaching and mentoring to develop and maintain engagement, skills and capability across the team, ensuring that team members who supervise others manage their direct reports to the same high level of quality and rigour. Recognise and foster strong performance looking to develop and retain high potential individuals. Flag these people or relevant opportunities and development and factor into succession planning. Manage underperformance in a timely way, giving targeted and regular feedback and guidance aimed at improvement. Exit individuals, if required, in compliance with company policies and procedures.Customer and Key Stakeholder Management Liaise with key stakeholders including HR, Finance, Information Security and Governance, Audit, Global Payroll and the MET Payroll off-shore team to provide information, updates and ensure compliance. Ensure customer service for Accenture employees, whether through direct contact, the off-shore team or the employee portal meets agreed service levels of information provision, timeliness and style. Change Management and Continuous Improvement Keep abreast externally and internally with business, regulatory and best practice payroll processing and make recommendations for improvements to the MET payrolls as appropriate. Monitor and review regularly all payroll processes to ensure they are fit for service, agreeing and adjusting as needed.Ensure all payroll team members are updated and trained throughout the year on payroll practices and processes.Information Security Management and Governance Key responsibilities include; Keep up to date with Accenture Data Privacy and Information Security standards and ensure they are adopted across all systems and process involving sensitive or personal data. Maintain awareness of local regulatory guidance and enforcement action, activities of relevant industry and standards associations relating to MET functions to ensure that:o Information and data is stored and processed only on Accenture approved infrastructureo Use of encryption is consistent with Accenture standardso Data is retained and subsequently destroyed in accordance with company retention policies across all departmental hardware and software (including personal email accounts)o Information and data is visibly classified so there is a clear understanding of the sensitivity of the content, and it is managed accordingly in line with Accenture’s Data Classification and Protection Standards o Access to information and data is limited to those individuals who truly need it to carry out their role and access control reviews are conducted at the required frequency, based on the classification of the datao The electronic and physical flow of sensitive and/or personal data with third parties is avoided and where unavoidable, is managed in the most secure and encrypted manner available (any such process should only be undertaken in a secure way that has received approval by the GU Data Privacy and Information Security Lead)o Adopt Information Security Behaviours and ensure that individuals working with sensitive and/or personal data follow and practice the sameo Conduct periodic* information security risk assessments to ensure that: - New risks are identified - Risks are managed either through risk acceptance or the implementation of additional risk treatment actions o Conduct periodic* audits of all processes and systems that incorporate the processing of sensitive and/or personal data to ensure that: - The required Information Security Controls are fully implemented - All personnel follow documented processes when managing or processing sensitive and/or personal data. Manage the Safe Payroll contract (payroll software supplier) and support any testing requirements. Hold regular service review meetings with Safe to resolve any service issues, reporting to manager and Global Payroll where needed. KPI and SLA management and reporting, operational delivery of supplier outputs and programmes. Set budgets with external suppliers, working with Procurement and manager to agree budgets, reviewing and signing off supplier invoices in line with terms and conditions.Supplier Management Manage the Safe Payroll contract (payroll software supplier) and support any testing requirements. Hold regular service review meetings with Safe to resolve any service issues, reporting to manager and Global Payroll where needed. Knowledge Management/Sharing Best Practice Share payroll best practice with key stakeholders including manager, the payroll team, HR, Finance, Information Security and Governance, Global Payroll, Payroll supplier to effect improvements, synergies and insights.
