Key Duties and Responsibilities

As a Consultant in the Child Welfare, you will play a critical role in driving client engagements and delivering measurable outcomes. Consultants are expected to own and lead significant workstreams, bringing in-depth subject matter expertise in Child Welfare.

  • Lead workstreams within client projects focused on child welfare and human services transformation—covering strategy design, business process re-engineering, implementation planning, and change management, ensuring timely and high-quality delivery
  • Support managers in shaping project strategy, delivery roadmaps, and performance frameworks, ensuring alignment with client objectives and compliance with federal and state child welfare mandates
  • Contribute to business development by supporting proposal creation, qualification efforts, and client presentations for opportunities across human services modernization, child welfare reform, and family services programs
  • Drive the development of thought leadership, internal methodologies, and capability assets to strengthen the Child Welfare domain within the practice

    Industry/Functional Skills (Required)

    • Strong understanding of child welfare program operations and service delivery processes, including intake, investigations, case management, family preservation, foster care, adoption, permanency planning, and provider management
    • Familiarity with the application of Generative AI (GenAI) and intelligent automation within child welfare and human services environments, including use cases related to case summarization, document intelligence, policy interpretation, knowledge assistance, workflow automation, and decision support
    • Experience working with enterprise platforms and solutions supporting child welfare or human services programs, such as Salesforce, SAP, Oracle, Microsoft Dynamics, or custom-built case management applications, including integrations across systems and data sources
    • Ability to analyze and map end-to-end service delivery processes across child welfare programs and identify opportunities for process optimization, digital transformation, and improved citizen outcomes
    • Experience supporting implementation planning, business transformation, process re-engineering, and organizational change management initiatives within public sector or human services programs
    • Capability to support requirements gathering workshops and translate policy, program, and operational needs into clear functional and technical specifications for technology implementation teams
    • Proficiency in stakeholder engagement and collaboration, including preparation of workshop materials, facilitation support, executive presentations, and documentation of insights from program leaders, supervisors, and frontline caseworkers
    • Experience preparing high-quality client deliverables including business process maps, implementation roadmaps, operating models, reports, governance artifacts, and executive presentations aligned to transformation objectives
    • Familiarity with data-driven decision-making in child welfare environments, including performance measurement frameworks, operational dashboards, outcomes tracking, analytics, and reporting to support program improvement and compliance
    • Understanding of systems integration, interoperability, and data exchange considerations within child welfare ecosystems, including coordination across eligibility, Medicaid, education, justice, and provider systems

    Qualifications

    • MBA from a Tier 1 institution or Master’s degree in a relevant discipline

    Experience Requirements

    • 4–7 years of relevant experience, with a strong track record in the Child Welfare domain
    • Strong understanding of global Child Welfare trends, policies, and innovations
    • Hands-on experience in planning and delivering Child Welfare programs is highly desirable
