In fast evolving urban environments like Singapore, fire safety is no longer about static compliance. New building uses and rising density, paired with emerging technologies such as electric vehicles, advanced battery systems and data, are reshaping risk faster than traditional regulatory models were designed to handle.
As the national authority for emergency response and fire safety, the Singapore Civil Defence Force (SCDF) has long balanced response with prevention. Over time, as risk conditions grew more complex and less predictable, SCDF leaders recognised that traditional approaches alone could no longer keep pace. Inspection experience still mattered, but was no longer enough on its own.
With far richer data now available across inspections and the urban environment, SCDF partnered with Accenture to reimagine how intelligence could be embedded into fire safety regulation, moving beyond individual judgement to surface patterns no single officer could spot alone. That ambition aligned with SCDF’s broader transformation agenda under Singapore’s National AI Strategy 2.0.

Fire safety inspections in Singapore had long relied on officer expertise and established criteria, and while decades of inspection data existed, it was difficult to use systematically at scale. Individual insight remained essential, but on its own was limited in consistently differentiating risk across premises and inspection cycles. Working together, SCDF and Accenture consolidated this data and embedded predictive analytics into inspection and audit workflows—drawing on years of records—to surface risk signals and guide attention.
What SCDF has built is more than just an efficient inspection model. By embedding insight into decision-making, fire safety regulation is more focused, proactive, and transparent.
As fire safety regulation continues to evolve with its operating environment, this capability provides a stronger platform for SCDF’s next phase of transformation, reflected in its vision to be ‘Prepared, Even for the Unexpected’.
