Industry Lead – CIO in the NEW
In his current role, Rick works with state and local agencies to seize the opportunity to rotate to the “new” helping to change both their technology and culture at pace. To accomplish this, Rick engages with IT leaders both through his day-to-day work and via his active participation in the National Association of State Chief Information Officers (NASCIO), where he serves as Vice Chairman of the Corporate Leadership Council.
With a long track record in public service and the private sector, Rick understands government IT transformation from the inside out. This includes more than three years as CIO of the State of North Carolina, where he led a major IT reform initiative aimed at strengthening the role of the CIO and promoting enterprise IT governance and management practices throughout state government agencies. Since joining Accenture Public Service in 2000, Rick has combined passion and pragmatism in helping state and local CIOs transform how government uses technology to improve citizen services and public outcomes.
Before serving as State CIO, Rick was appointed by Governor James B. Hunt as the Assistant Secretary for the North Carolina Department of Commerce. In that role, he led all economic development and business recruitment for the state and served as President of the North Carolina Economic Development Partnerships. He also has a background in rural and regional economic development, having served as the first Executive Director of AdvantageWest, a 31-county regional economic development organization, and as Executive Vice President of the North Carolina Rural Economic Development Center.
