The enterprise AI advantage: Hong Kong AI Index 2026

Turning AI ambition into scaled value in Hong Kong

5-minute read

October 21, 2026

In brief

  • Hong Kong firms are adopting AI fast, but scaling remains difficult: 60% have scaled at least one strategic gen AI bet, yet only 12% of all bets are at scale.

  • The Hong Kong AI Index assesses 10 capabilities associated with scaling AI: five foundational and five essential for gen AI.

  • Four imperatives can strengthen enterprise capabilities, turning AI adoption into measurable value and competitive advantage.

Building a sustainable, AI-powered growth engine in Hong Kong

AI can turn the city's competitive strengths into lasting growth.

Hong Kong’s economy is on the move. The city reclaimed the top global initial public offering (IPO) spot in 2025 and posted its strongest half-year growth in nearly five years. Yet beneath that momentum, two structural pressures remain unresolved: a shrinking workforce and slowing productivity growth. Together, these pressures demand a new and sustainable source of growth that endures beyond near-term boosts from capital markets and trade.

Increasingly, companies are looking to artificial intelligence (AI) as the solution.

12%

City-wide, just 12% of organizations’ strategic generative (gen) AI bets have reached scale.

The Vanguard advantage

Notably, a small number of organizations are blazing a different trail and we identify them as Vanguards in our report.

More likely than their peers to report returns exceeding expectations and better at identifying high-value opportunities.

Four imperatives

To connect AI use cases to what the business is actually trying to achieve, leaders need to reframe the business priorities through an AI lens, concentrate investment around strategic outcomes and redesign how decisions are made, experiments funded and pilots earn the right to scale.

Redesigning work around AI drives enterprise-wide gains. Tasks should be allocated across people, copilots, agents and automation, while workforce intelligence and continuous learning keep skills future-ready.

A digital core capable of scaling agentic AI needs to do three things. Connect AI capabilities across functions. Make business knowledge available in the correct context at the right moment. Orchestrate different models based on performance, cost, capability and compliance, while modernizing legacy systems that constrain flexibility and scale.

Embedding responsible AI means moving beyond principles and ensuring trust becomes part of how AI is designed, governed and used across the enterprise. It combines governance, risk management, oversight and workforce capability to help organizations scale AI safely, transparently and accountably.
