A new approach to public infrastructure

OVERVIEW

Public infrastructure is critical to transforming South Africa’s economic landscape, creating new jobs and strengthening the delivery of basic services, which impacts the wellbeing and health of its citizens. The Accenture Public Infrastructure Platform (APIP) is a pre-built solution that is aligned with the National Treasury Infrastructure Delivery Management System (IDMS) and takes a new approach to public infrastructure delivery.

WHAT IS APIP

Public infrastructure such as schools, hospitals, housing, transport, roads and utilities including electricity, water and waste are essential to the wellbeing of citizens and directly impacts the economic landscape. These public assets are the responsibility of national, federal, state, state owned, provincial and municipal government, along with public works entities. These groups are responsible for the planning, building, operating, maintaining and disposing of government assets and infrastructure.

The Accenture Public Infrastructure Platform is a business process and technology platform aligned to leading practice in the industry that can be implemented on premise or as a service. The platform is purpose built in line with government legislation and standards (aligned to the IDMS) with qualified management consulting, technology and built environment professionals to help public works entities manage infrastructure more efficiently and effectively.

MEET THE TEAM

The managing director in Accenture South Africa’s Health & Public Service (H&PS) operating group, Livingstone Chilwane is responsible for Accenture's services to the country’s healthcare providers, government and public service agencies.

Apart from driving profitability, Livingstone is firmly focused on enhancing H&PS’s penetration of key growth markets. He believes that growing the group’s non-traditional revenue streams goes hand-in-hand with maintaining and enhancing the company’s presence in existing business areas.

With healthcare and public service delivery becoming increasingly complex, Livingstone is positive about the large-scale impact Accenture can have in this key sector. He anticipates that the current pressure on governments to deliver more to citizens, with fewer resources, will continue to grow. In South Africa specifically, there is a pressing need to deliver equal services to a growing population and he believes government will need to rely more heavily on technological innovation if it is to streamline delivery and operate more efficiently.

Livingstone has more than 26 years’ experience in management and information technology consulting and is an Accenture alumnus, having worked for the company early in his career.

Before assuming his current position with Accenture in August 2012, Livingstone served as managing director of Diebold South Africa (a global provider of integrated self-service, security systems and services), where he drove exponential growth and cemented the company’s position as a leader in the domestic market. Livingstone also served as the managing executive for Managed Accounts at Gijima and was general manager of the Public Sector at SAP South Africa.

He is the chair of the ICT steering committee of the Film and Publications Board and a member of the Institute of Directors in Southern Africa. He is also a former deputy chairperson and national executive committee member the Black IT Forum.

Livingstone holds an honours degree in computer science from the University of Limpopo and a Master of Commerce degree in information systems from the University of the Witwatersrand. Away from work, Livingstone spends as much time as possible with his wife and two daughters. He enjoys the theatre and is a self-confessed tennis and soccer fanatic. He also indulges in the occasional round of golf, but admits that he is still perfecting his game.

Vernon is working as Global Public Infrastructure Development Lead at Accenture. His focus is in public infrastructure delivery, which involves the lifecycle of planning, building, operating and maintaining public infrastructure. He believes, a positive impact here will have a positive multiplier effect downstream into the economy and its citizens, this inspires me. Through this work we have an opportunity to bring the best of our strategy, consulting, technology, digital and operations capabilities to the public sector.

Ken Jacobs is working as Managing Director at Accenture in South Africa. He has 20+ years management consulting experience with large corporates in South Africa. His ambition is to help organisations improve the way ‘they work’ and make a positive impact in the lives of others. His key experience and skills include Business Transformation – Involved and led numerous complex, IT-systems led business transformation programmes, Broad cross industry experience –Utilities, Public sector and local government, Mining, Transportation & ERP – Served as Programme Director and Manager on a number of large, transformational SAP implementation.
