According to research conducted by Accenture, the government sector had the highest average technical debt per application of eleven industries examined. Excessive technical debt in enterprise applications inhibits agility, increases operating costs and produces security vulnerabilities, and can lead to crippling system outages. Accenture Federal Services’ Digital Decoupling Study—a survey of 185 federal government IT leaders—examines this modernization conundrum, shedding light on the magnitude of the problem, identifying the key impediments, and revealing attitudes about how best to break down the barriers to innovation and adoption of new technologies.
As part of their response to the challenged launch of Healthcare.gov, the Centers for Medicare & Medicaid (CMS) engaged Accenture Federal Services as the prime development contractor, with responsibility for stabilizing and improving the website, and finishing development of the additional systems and interfaces. We rapidly mobilized a team of five hundred architects, developers, engineers and program managers in just six weeks to take over management of the system. Taking advantage of a Cloud First approach, the environment was quickly strengthened to meet demand with new functionality subsequently deployed to significantly expand usability.
