In the commercial world, companies measure the total cost of ownership. Should the federal government do the same?
 

When the federal government measures cost, it typically looks at functional costs, such as how much it costs to run an IT system. In the commercial world, however, companies have begun to look at the total cost of ownership over the life cycle of a project or acquisition, and the impacts of that ownership across the enterprise.
