This role is part of Finance's Subcontract Management and Procurement team.  The Procurement Manager will be responsible to manage direct reports and assign purchasing responsibilities. 
 
Responsibilities include:
  • Lead and directs assigned direct reports and who brings established and new tools and knowledge to further the mission of the organization
  • Supervise counsel assigned direct reports consistent with Performance Achievement guidance and tools; manages training growth and needs of said direct reports
  • Collaborate with program teams to meet Client project pre-award and post-award procurement needs (identification of requirements, BOM management, and delivery schedule) consistent with applicable Federal regulations (FARS, DFARS, and CSPR)
  • Owns relationship with Client Account Leaders and other Directors on the programs and Commercial Directors and works consistently to further develop those relationships
  • Collaborate with CIO/TGP/Others to meet procurement needs for AFS
  • Develop and maintains vendor relationships
  • Negotiate complex agreements including the research of contractual terms and conditions, applicable laws and/or other regulations as needed to provide market intelligence to clients as requested
  • Ensure team provides information regarding the procurement actions to program teams (status, compliance, modifications)
  • Prepare ad-hoc reporting and assist with special projects, as required
  • Identify and participate in opportunities to continuously improve training, methodologies, tools, and skills
  • Assign and maintain workload for buying team both for pre-award (NDA/TAs, proposal quotes and support and for post-award - PO/CO/agreements)

Basic Qualifications: 

  • Bachelor's degree required

  • 7+ years procurement experience in a Federal Government contracting environment - Extensive CPSR experience OR 10+ years experience in Commercial/State and Local Government arena

  • U.S. Citizenship Required

Preferred Qualifications:

  • Purchase acquisition experience with hardware, software, cloud services

 

An active security clearance or the ability to obtain one may be required for this role.
