The Technology Consulting Manager provides consultative Business and System Integration services to help clients implement effective solutions. Understands and translates customer needs into business and technology solutions via the analysis, design and/or development of best practice business changes.


Job Description

A professional at this position level within Accenture has the following responsibilities:
Identifies, assesses and solves complex business problems for area of responsibility, where analysis of situations or data requires an in-depth evaluation of variable factors.
Closely follows the strategic direction set by senior management when establishing near term goals.
Interacts with senior management at a client and/or within Accenture on matters where they may need to gain acceptance on an alternate approach.
Has some latitude in decision-making. Acts independently to determine methods and procedures on new assignments.
Decisions have a major day to day impact on area of responsibility.
Manages large - medium sized teams and/or work efforts (if in an individual contributor role) at a client or within Accenture.


Responsibilities of the Public Health Technology Consulting Manager may include:

  • Management activities
  • Apply appropriate project management standards
  • Plan and monitor project artifacts through the creation, development, review and approval process
  • Manage program level and project level risks and issues with the ability to recommend remediation when necessary and escalated as required
  • Monitor overall progress and use of resources, initiating corrective action where necessary
  • Assess multiple teams performance in driving program targets and goals
  • Manage and ensure consistency across various workstreams, adhering to standardization with reporting, tracking, and analytics
  • Recommend opportunities to improve the program with the ability to communicate to leadership the advantages of the recommendations
  • Lead internal and external governance
  • Interlock with program lead and other internal groups to ensure compliance and controls are in place and maintained
  • Execute reporting in governance forums to senior leadership, the status, incidents, and trends insights
  • Report through agreed lines on project progress
  • Liaise with appointed project assurance representatives to assure the overall direction and integrity of the project
  • Monitor potential interdependencies with other projects and their impact
  • Conduct a project evaluation review to assess how well the project is managed
  • Manage the project team monitoring and evaluating the system implementation determining whether the system meets established requirements
  • Lead team in the development on all project deliverables
  • Lead and drive project efforts associated with the clients current release
  • Direct the work of the project team, focusing on business and functional areas
  • Serve as primary contact for client leadership
  • Serve as a Business and Functional subject matter expert
  • Review and provide feedback on functional and PMO artifacts, deliverables, processes, and requirements
  • Support conversion and testing activities by assessing functional coverage and contributing to business prioritization
  • Prepare subject matter experts to review functional deliverables by reviewing relevant contract and requirements clarifications
  • Review scope modifications, including change requests, impacting program contracts and verify traceability between work products and invoice submissions
  • Present team findings to federal partners
  • Ability to travel 100% may arise

Basic Qualifications

  • Bachelor's degree
  • A minimum of 7 years of hands-on experience in IT assessment, design, and implementation
  • A minimum of 7 years of experience in large-scale software delivery in state government or commercial health insurer environments spanning the entire SDLC through a completed release
  • A minimum of 8 years of experience leading teams
  • A minimum of 8 years of experience in stakeholder client management
  • A minimum of 1 year of Cúram implementation experience
  • A minimum of 2 years of  Health Payer and Medicaid business experience, including implementing IT solutions to support those functions

Preferred Skills

  • Federally funded human services systems experience
  • Knowledge of Human Services, Medicaid eligibility, and the Affordable Care Act ACA as well as experience with commercial health insurer environments
