Throughout her career, Vanessa has been focused primarily on serving the needs of Civilian agencies in government. In recent years, Ms. Godshalk’s project experience includes multiple efforts related to supporting legislative requirements, such as the Patient Protection & Affordable Care Act (ACA). In 2011, she collaborated with the IRS to design and stand-up the IRS strategy and program office, tasked with planning and implementing the massive amount of change required to support the healthcare legislation. This work included developing the implementation strategy and roadmap, establishing the governance and operating model for the program, developing the approach to business and IT readiness, and supporting inter-agency process designs and communications. After that, Vanessa was a key member of the Accenture team that supported the Centers for Medicare and Medicaid Services (CMS) with the Healthcare.gov transition. In that role, Vanessa was the governance and program management lead, designing an updated program governance and operating model, implementing program metrics and reporting procedures, and improving cross-program communications.

Vanessa is active in thought leadership development. She recently helped write Accenture Digital 2015 research and insights: Next-level taxpayer service. She also co-authored a chapter in The Social Media Management Handbook (Wiley and Sons, 2010), exploring the human capital implications for organizations looking to expand their social media capabilities. She also led the development of a High Performance Workforce Study of Public Sector Agencies, and led the development of the Montgomery Research publication, Pushing the Envelope: Achieving High Performance in a Competitive Postal Environment.

Vanessa holds a Bachelor of Arts degree in Leadership Studies from the Jepson School of Leadership at the University of Richmond.
