Overall responsibilities:
 
Drive the Company’s financial accounting and internal control practices for the country as well as its relationship with the global parent company, trading partners and other affiliates.
Ensure control over the general ledger and the accuracy, timeliness, completeness and integrity of the country’s financial reporting in accordance with relevant accounting standards and statutory reporting requirements.
 
Key Responsibilities:
 
General
  • Maintain, review and monitor accounting work practices to be in line with company’s policies, procedures and internal auditor recommendations. Ensure continuous improvements.
  • Identify internal control risks and implement controls as required.
  • Provide advice to employees on finance related matters.
  • Provide financial accounting support to CMD as required.
  • Liaise with Global Treasury to oversee treasury activities and re local bank credit facilities
  • Liaise with external tax advisors, auditors, and legal advisors as required.
  • Liaise with the Shared Service Centre in Dalian to monitor their service level and to escalate or discuss issues on regularly basis
  • Communicate and work with local banks for banking requirements
  • Prepare/answer various ad hoc reports/queries and analysis as required.
  • Develop skills and undertaking training with the view of career development and/or increasing value to the firm
  • Operating Controller group – personnel plan, hiring, performance review, and counseling.
US GAAP Accounting
  • Review account payable (including accruals), account receivables, time & expense reporting, general accounting and cash operation to ensure proper procedures are performed and accounting records and reconciliation maintained.
  • Review and approve all disbursements.
  • Treasury and cash management coordination including review of cash forecast.
  • Oversee Inter and intra country billings and settlements.
  • Review local invoice , receipt and liaise with project teams for outstanding receivable
  • Ensure advances and payables are cleared timely.
  • Review pre-close reports and perform variances analysis.
  • Ensure periodic end cycles are done properly.
  • Ensure monthly accounts reconciliation are done correctly and timely.
  • Prepare quarterly balance sheet review and deliverables to Global Controllership Team
  • Prepare plan and forecast of CMD and Controllership functions
  • Work with HR to develop country’s Activity Rate Template (ART).
  • Ensure Year-End Close/Work papers are accurately prepared.
  • Works closely with Global Tax Group to ensure all tax packages are prepared per required due dates set by firm policies.
  • Works closely with Legal and Global Tax Group for finance entity matters
  • Any other adhoc finance related matters
Statutory/Tax Accounting
  • Ensure Statutory Accounting books are in accordance with local GAAP.
  • Ensure all required tax reporting are accurately prepared  – corporate income tax filing, VAT, Withholding tax and all required tax  are paid to the tax authorities in a timely manner.
  • Review draft audit report and discuss any audit adjustment/reclassification.
  • Liaise with regional tax to finalize tax return
  • Ensure reconciliation between management and statutory books is performed.
  • Ensure all statutory requirements of Accenture group are accomplished.
  • Any other adhoc statutory and tax requirement.
Qualifications:
  • Undergraduate Degree in Accounting.  
  • At least 8-10 years working experience in audit firm or in Controllership of a multi-national and cultural environment.
Knowledge/skill required:
  • Skills in managing controllership operations
  • Good command of English
  • Expertise in planning, budgeting and forecasting process
  • Extensive knowledge of US GAAP and local GAAP requirements
  • Knowledge of Sarbox internal control implementation
  • Strong project management skills                                              
  • Person with a “hands-on” approach
  • Working knowledge of SAP
