Seeking a Business Process & Acquisition/PPBE Lead. The Lead will be responsible for assisting the customer with the implementation of the (Joint Capability Board / JROC) initiative named the 'Acquisition Intelligence Requirements (AIR) Annual Priorities and Risk Management Framework (PRMF)'. The PRMF initiative implements DoD 5250.01 (Intelligence Integration in the Requirements Process and Acquisition Lifecycle) and is a construct that acknowledges that weapon systems program offices have been left unconstrained and 'have asserted unaffordable demands for intelligence analysis and production without context of what might be sufficient to delivery threshold capability or of the risk that forecast shortfalls will have on warfighting lethality.'

Specifically, the Lead will:
  • Understand, analyze, and report on requirements from the Acquisitions, Requirements, and Intelligence communities
  • Assist in aligning the organization to support Life Cycle Mission data requirements and acquisition intelligence needs
  • Assist in the assessment of the organization’s ‘as is’ processes, as they relate to the PRMF effort
  • Refine existing processes and creating new processes
  • Provide domain knowledge and assisting the customer with Programming, Planning, Budgeting, and Execution (PPBE) activities (eg – POM submissions, issue papers, schedule and POA&M management)
  • Create and implement a Financial Management Plan; follow-on activities include assisting in the oversight of multiple contracts (programmatic development and planning) as well as the evaluation of contractor effectiveness
  • Provide continuous process improvement support

Basic Skills & Qualifications:
  • Bachelor's degree
  • 4 years business process experience
  • 2 years experience supporting the intelligence community
  • 1 year experience supporting acquisition
  • 1 year experience supporting the PPBE and requirements process
Preferred Skills & Qualifications:
  • Knowledge of the intel production lifecycle
  • Experience mapping organization-wide business processes, and recommending / implementing process changes to ensure outside (reporting objectives) are met
  • Experience collecting, analyzing, and reporting requirements to executive leaders
  • Experience advocating for change (executive and staff levels)
  • Exposure to the JCIDS process
  • Experience briefing GS-15/O-6 level

An active security clearance or the ability to obtain one may be required for this role.
