Director, Project Controls Northern Corridors (Supporting the GO Expansion Program)

Job Description

  • (Internal Title: Project Controls VI)
    • Apply industry expert level of project controls knowledge, skills, tools and techniques to meet project / program requirements across the lifecycle
    • Set the overall direction for project controls services on the project or program and organize and ensure that the work is fully supported from a project controls standpoint in an integrated, compliant, efficient, and cost-effective manner
    • Create and manage short and long-term project controls services goals and success criteria for projects or programs
    • Develop a budget and operating / delivery plan for the project controls services on a project or program in consultation with our project / program team and client
    • Plan and develop the human and material resources required to successfully deliver project controls services on projects and programs
    • Manage a large project controls team leveraging a diverse array of talents and delegation of responsibilities
    • Ensure goals are met in project controls services including customer satisfaction, and consulting project controls member performance
    • Define success criteria and disseminate to involved parties throughout project and program lifecycle
    • Manage the interface between client, consultants, and all associated services providers at all levels of the engagement model, including senior-level customer relationships
    • Implement and managing changes and interventions to ensure project controls service goals are achieved on the project or program
    • Plan for meetings with stakeholders (including senior management and sponsors) to make communication easy and transparent regarding project controls services matters on the project or program
    • Direct production of accurate and timely reporting of project controls services project or program status and performance throughout its life cycle
    • Identify and analyze risks and implementing mitigation strategies and contingency plans on the project portfolio
    • Review and ensure adherence to the project controls services operating / delivery plan scope, schedule, milestones, budgets, and KPIs in area of specialty on the project portfolio and address issues with corrective actions as appropriate
    • Develop and deliver progress reports, proposals, and presentations to various audiences, including project team, customer senior executives, and key stakeholders
    • Understand the entire scope of the assignment and manage and support negotiation of scope changes
    • Develop evaluation methods to assess project controls services effectiveness on the project or program and identify areas for improvement
    • Continually set project controls services expectations for the projects or programs while delegating and managing deliverables with project controls team members
    • Establish a ‘right first time’ culture across the project controls project or program team to ensure the most efficient delivery of project or program for the client
    • Create a high performing culture open to constructive challenge, seeking continual improvement and implementing lessons learnt
    • Monitor and manage project staff performance on the project or program to ensure excellence in results, ensuring teams are clear and focused on performance objectives
    • Facilitate a project environment which is inclusive, diverse and celebrates our differences
    • Devise and provide project controls services training to other members of project team appropriate to their area of accountability
    • Act as an internal quality control check and participate in quality issue resolution for the project portfolio

Qualifications

  • Experience:
    • Minimum of 20 years of experience in a Project Controls environment
    • Minimum of 5 years of experience managing a team in a senior role
  • Education:
    • Bachelor’s degree in Program, Project, or Commercial Management or a related field
  • Licenses OR Certifications:
    • Holding recognized certification, membership, or fellowship with one or more of these professional institutions: Project Management Institute (PMI), American Association of Cost Engineers (AACE)
  • Skills and Competencies:
    • Expert knowledge in Scheduling Software (P6 etc.), Cost Software (Ecosys, etc.), Estimating software, Risk software (ARM), etc.    
    • Considered a skilled and recognized leader in setting up effective Project Controls systems and procedures 
    • Advanced skills in Microsoft Office (Excel, Word, PowerPoint, etc.)  
    • Excellent competency in identifying and minimizing risks  
    • Ability to detect and capitalize on others' strengths  
    • Ability to communicate / interface effectively with senior management (e.g. CEO and CCO) and external stakeholders (e.g. Government representatives)
    • Ability to engage and influence a wide variety of portfolio, program and project resources including but not limited to Engineers, Project Controls Professionals, Project Managers and External Stakeholders
    • Strong supervision, delegation, and capacity development   
    • Inclined to continue professional development to keep abreast of emerging technologies in Project Controls and Project Management software   
    • Demonstrated a functional acumen to support how solutions will address client goals while maintaining alignment with industry best practices   
    • Experience in negotiating favorable terms under contracts  
    • Ability to arrange priorities and escalate competing risks to meet deadlines with minimum input from leadership    
    • Keen eye for detail and adept problem-solving abilities     
    • Must have demonstrated experience relaying and receiving information (written and verbal)   
    • Exceptional people skills and ability to communicate effectively with various levels of stakeholders  
    • Demonstrated capability to lead large Project Controls team, supervise, delegate, and develop capacity 
    • Ability to work autonomously and interface with a wide cross-section of personnel  
    • Experienced in leading, engaging, coaching, and mentoring a team of Risk professional professionals   
    • Demonstrated ability to foster collaborative relationships within various teams, partners, and clients  
    • Proven capacity to anticipate, identify and minimize risks     
    • Expert ability to detect and capitalize on others' strengths     
    • Demonstrated capability to supervise, delegate, and develop capacity   
    • Tact to perceive and ameliorate conflict and tension  
    • Ability to work creatively and analytically in a problem-solving environment by ensuring effective teamwork, promotion of innovation, and overall excellence 
    • Expert ability to work collaboratively and independently in a structured, disciplined, technology-driven environment
