    This shift is characterized by efficiently improving outcomes through redesigning how public services are designed and delivered. This shift requires an integrated approach combining restructuring government operations with excellent operations administration and outcome-oriented governance. Aspects of cloud computing, coupled with the ability to strengthen cyber-resilience by providing the massive and scalable processing power required for running predictive analysis and exploratory security analysis to forestall intrusion attempts, can enhance mission effectiveness.
