Government water department: Monitoring and evaluation system

A government water department and Accenture implemented a monitoring and evaluation system to optimize reporting and performance management.

Overview

In its home country, this government water department is responsible for the supply and availability of water at the national level. The department:

  • Manages bulk water infrastructure, water regulating entities and catchment areas.

  • Provides technical and legislative support to local municipalities and water boards.

  • Has a strategic plan and sets targets for various programs in agreement with key stakeholders, including its home country’s parliament, treasury, auditor general, and presidency.

  • Presents quarterly reports to these stakeholders, covering areas such as progress against plans and budget.

Opportunity

The client sought to enhance its quarterly reporting capabilities and improve its regular audit scores. To do so, it decided to implement a system that would support its monitoring and evaluation activities. The client wanted a solution that would reduce manual data management on spreadsheets, improve its ability to update reports, support proper audit trails, and allow it to capture historical reporting and trends.

Accenture was chosen to help with the project, based on its extensive experience in management consulting and implementing SAP reporting systems.

Solution

The client worked with Accenture to implement a monitoring and evaluation system based on the SAP Strategy Management (SSM) software solution. The team began by reviewing, updating and expanding key performance indicators (KPIs), applying the SMART (Simple, Measurable, Accurate, Reliable and Timeliness) framework. It also designed a balanced scorecard model featuring eight scorecards.

The client and Accenture then implemented and enabled 177 KPIs across the eight balanced scorecards on the SSM software platform, and automated a number of performance management processes. A key aspect of the effort was the implementation of a mobile capability, based on an SSM iPad application, that gives approved users dashboard-like reports on scorecards and KPIs. The team also set up custom “special briefing book” reports to provide information for those unable to access the system.

Prior to this implementation the monitoring and evaluation business function was an intensive, manual process, requiring manual collation of KPI information and manual aggregation for reporting purposes. This implementation provided a semi-automated process for generating interactive dashboard-like reports. Increased automation will be implemented in a future project, whereby KPI data will be retrieved from the respective systems through integration, as opposed to the current manual data capturing process.

Results

The client now has an industry-leading SAP solution that is aligned to its vision, mission, objectives, and key performance indicators. The solution enables the client to track performance more accurately and identify areas where performance is deviating from expectations, allowing managers to quickly address performance problems.

With the system in place, the client is better able to:

  • Provide stakeholders with improved data and reporting accuracy.

  • Ensure compliant reporting with full transparency and traceability.

  • Reduce the time spent on quarterly reporting.

  • Significantly lower monitoring and evaluation program costs.
