Leigh has worked closely with the Australian Department of Health and NEHTA in eHealth over the past six years. This included development and delivery of the Australian national electronic record service (My Health Record, formerly known as the PCEHR system) and the design of related national services (e.g. Security and Access Framework, National Clinical Terminology Service). Leigh was also led a number of related deployment initiatives – e.g. Wave 2 site (Western Sydney) and Aged Care Pathfinder project.
Leigh led Accenture’s involvement in the delivery of the new National Telehealth Service (NTS) in New Zealand. This involved supporting Homecare Medical, a Not-for-Profit provider, in the design and implementation of the new NTS, which brought together a range of health and counselling lines into an integrated national service (3 call centres) leveraging a digital platform. This service went live as planned in late 2016.
Leigh worked closely with NHS England and Connecting for Health on the National Programme for IT (NPfIT) for 7 years. He led Accenture’s Primary & Community Care Team responsible for developing and deploying electronic health records to GPs and Primary Care Trusts, before moving to CSC to lead their Deployment operation across North, Midlands and East of England. This involved deploying eHealth solutions to NHS Trusts in Primary, Ambulance, Mental Health and Acute Trusts, as well as English Prisons.
Leigh has also been involved in a wider range of major change initiatives, ranging from Analytics (e.g. delivery of the National Health Reform Enterprise Data Warehouse) to National Cancer Screening, to Aged Care (e.g. working with the peak Aged Care Provider Associations and ACIITC to develop an IT Industry Roadmap for the sector).
Leigh also leads Accenture’s involvement in clinical genomics. This involves working with a number of organisations developing and trialling new clinical services to harness the potentiality of precision medicine. Leigh has also worked as a strategic advisor for global biochemical organisation, reviewing their global operating model to develop and market genetically modified foods.
Finally, Leigh has consulted to several global Pharmaceutical and Medical Products companies, including business and IT strategy, job and organisational redesign and post-merger integration.
Leigh has a Bachelor of Engineering (Hons.) from the University of Tasmania, and a Master of Commerce (Hons.), majoring in Organisational Behaviour, from the University of New South Wales. Leigh also spent 3 years as a Research Fellow at the Australian Graduate School of Management (AGSM).
