And they may be right to be skeptical; 28.2 percent of all misdemeanor offenders in France and 69 percent of young offenders in the United Kingdom reoffend within 12 months.

    The justice system, alongside those agencies responsible for it, have an obligation to citizens—to deal swiftly and fairly with criminals, to handle victims and witnesses with care and to reintegrate offenders. Above all, justice bodies must act as a key and trusted agent in maintaining a balanced and peaceful society.
