As principal advisor to the secretary of the Air Force and Air Force chief of staff in these areas, he managed a portfolio in excess of $20 billion to execute business process transformation and modernization initiatives. Mr. Thomas was also responsible for information management, information assurance and information technology advancements for the Air Force, while directing total force management and development of the 100,000-person communications and information career field.
Mr. Thomas has a diverse background of federal service including U.S. Customs, Veterans Affairs and the Federal Emergency Management Agency. Along with a number of professional certifications, he holds a bachelor of science degree in information systems from Wayland Baptist University and a master of science degree in management information systems from Colorado Technical University.

Joseph G. Webster, Ph.D., is vice president of mission services. He brings more than 27 years of experience in the Air Force and Air Force Reserve and was the initial sponsor of much of the core business software now used for US military air operations including the Portable Flight Planning System, FalconView, Patriot Excalibur and the Personal Computer Debriefing System.
Dr. Webster leads business development activities across the Department of Defense, emphasizing Accenture’s experience in information technologies; data aggregation and presentation; command and control; and decision support. His most recent success, netCDS (net-centric Commanders Decision Services), is a service-oriented architecture-based technology platform used by the Air Force to provide collaboration services, situational awareness and decision support in near-real time. He is also guiding Accenture’s growth into the NextGen Air Transportation program.
In his previous roles, Dr. Webster served as the principal advisor to the chief of Air Force Reserve and other key civilian and military officials of the United States Air Force concerning Air Force Reserve legislative issues and congressional relations. He provided daily liaison between the Air Force and Congress on all Air Force Reserve requirements, force structure and personnel issues, and provided advocacy for airpower through daily personal contact with members of Congress and their staffs, including worldwide fact-finding missions.
Dr. Webster continues to serve as a traditional reservist and "Senior IMA" in the Pentagon.
Mark Whelan

Mark Whelan is executive vice president, Mission Services Delivery. He has more than 25 years of experience and innovation in information technology, systems integration and digital services, as well as strong utility and aerospace industry expertise.
Prior to joining Accenture, Mr. Whelan served as vice president of operations for the Mid-Atlantic Region for Breakaway Solutions, a full-service provider of digital solutions. In this role, he managed all professional services activities, including systems development and integration of Web services for e-business, e-commerce, e-procurement and customer relationship management.
Mr. Whelan previously was CIO of a division of a Fortune 100 electric and gas utility that provided IT services to more than 2,000 employees. He also was a project executive for this utility, with responsibility for managing enterprise-level development and implementation projects ranging from $30 million to $70 million.
Prior to this role, Mr. Whelan was the manager of system performance and analysis for General Electric Aerospace. He also was manager of systems engineering for General Electric, where he directed and planned all activities related to advanced simulation and modeling.
His educational achievements include an M.B.A. from St. Joseph’s University and a bachelor of science degree in computer science from Penn State University.
