David Moskovitz

David Moskovitz is Chief Executive of Accenture Federal Services (AFS), a wholly owned subsidiary of Accenture LLP, a U.S. company. AFS serves clients in civilian, defense, intelligence and public safety agencies. Mr. Moskovitz oversees every aspect of the federal business, including setting strategic direction, positioning the business in the market, managing client relationships and developing talent.
Previously he served as Global Managing Director for Growth & Strategy for Health & Public Service and as Managing Director of Accenture’s U.S. State & Local government practice. He also has led Accenture’s Health & Public Service practice for New York City. |
Mr. Moskovitz has more than 30 years of experience leading large-scale government technology and transformation projects. Prior to joining Accenture in 1994, he worked for 12 years for the City of New York, including serving as a Deputy Commissioner of a 3,000-person division responsible for managing New York City’s government infrastructure.
Mr. Moskovitz also serves as the chairman of the board of Trustees for The Center for Employment Opportunities, a non-profit organization dedicated to providing immediate, effective and comprehensive employment services to men and women returning home from prison.
He earned a bachelor’s degree from Washington University, Missouri, and a Public Policy Certificate from Claremont Graduate School. A Coro Fellow in public affairs, Mr. Moskovitz has served an adjunct professor at the Robert F. Wagner School for Public Service at New York University.
John Goodman
Chief Operating Officer, Accenture Federal Services

John Goodman is responsible for the day-to-day operations of Accenture Federal Services. As chief operating office, Mr. Goodman oversees the portfolios, growth platforms, sales and marketing teams. Prior to assuming this role in November 2012, Mr. Goodman led Accenture’s support to the U.S. Department of Defense and intelligence agencies. Previously, he served as Management Consulting growth platform lead for Accenture's Health & Public Service operating group.
Before joining Accenture in 1998, Mr. Goodman was Deputy Under Secretary of Defense (Industrial Affairs & Installations), Deputy Assistant Secretary of Defense, Senior Director on the staff of the National Economic Council in the White House and an associate professor at the Harvard Business School. |
Mr. Goodman currently serves as the Chairman of the Defense Business Board, a federal advisory committee that supports defense transformation by offering management advice to the Secretary of Defense based on leading practices from the private sector. He is also a member of the advisory board of Our Military Kids, a nonprofit organization devoted to supporting the children of deployed members of the National Guard and Reserves; the Board of Trustees of the Sheridan School; and the Council on Foreign Relations.
Mr. Goodman received his B.A. summa cum laude from Middlebury College and his M.A. and Ph.D. degrees from Harvard University.
Joe Chenelle
Managing Director, U.S. Defense and Intelligence Portfolio

Joe Chenelle is responsible for Accenture’s support to the U.S. Department of Defense and intelligence agencies. Mr. Chenelle brings more than 21 years of systems integration and consulting expertise to the role. Previously, he was the account lead for defense agencies, where he has spent the past 10 years implementing transformational change programs in the Department of Defense, focusing primarily on the Defense Logistics Agency.
Mr. Chenelle was the first Accenture Enterprise Resource Planning Outsourcing Client Program Manager, helping to develop Accenture’s Technology Delivery Practice in North America and Europe. His client service experience cuts across major sectors, including public service, retail, communications, chemicals, energy and high tech. |
Mr. Chenelle earned his Bachelor of Science degree from Case Western Reserve University, Ohio, with dual majors in Management Information Decisions Systems and Finance. A native of Cleveland, he lives with his wife and two children in northern Virginia.
Ed Meehan
Managing Director, Civilian Portfolio

Ed Meehan leads Accenture’s work with federal civilian agencies and not-for-profit organizations ranging from the U.S. Department of Agriculture to the United Nations, including Education, Interior, Health and Human Services, Labor, Social Security Administration, U.S. Postal Service and the American Red Cross. As the portfolio lead, Mr. Meehan oversees development and implementation of new business solutions that enable clients to collaborate across federal, state, local and commercial markets to better serve American citizens. Mr. Meehan joined Accenture in 1990, focusing on transportation, travel and the financial services industries. In 2002, he joined Accenture’s federal business. Following a number of sales positions, he became managing director of sales for Accenture Federal Services, responsible for more than $1 billion in sales. He assumed the role of managing director for Accenture’s federal civilian portfolio in 2012.
Mr. Meehan serves on the board of The Women’s Center, a nonprofit counseling and resource center providing financial, career, legal and psychological support to women, men and families – regardless of their ability to pay. Mr. Meehan earned his bachelor’s degree in mechanical engineering from Santa Clara University. He lives in Virginia with his wife and their two daughters. |
John Matchette
Managing Director, US Public Safety Portfolio

John Matchette leads Accenture’s work in helping law enforcement and first-response agencies achieve strategic and operational goals for critical public safety objectives. His portfolio includes the U.S. Departments of State, Energy and Justice, the Transportation Security Agency, Environmental Protection Agency and the U.S. Department of Homeland Security (DHS), where he has led Accenture’s work since 2009.
Mr. Matchette joined Accenture in 1989, focusing his early career on supply chain excellence in the public and private sectors, working with clients that included DHS, U.S. Department of Defense, Home Depot, Motorola, HP, Oracle and Nike. He also has led Accenture’s global Supply Chain Planning and Global Supply Chain Technologies operating groups.
John earned a bachelor’s degree in Industrial Management, with concentrations in Computer Science and Industrial Engineering, from Purdue University. |
