Portuguese Police: Mobile Tablet Use to Increase Efficiency of Issuing Notices and Fine Collection

Accenture Mobility Software Services helped the Portuguese Police develop a new system for the registration and issuance of notices and fine collections. This allowed officers to have improved access to information at the right moment and in the right place through use of a personal digital assistant or tablet personal computer at the scene.

The Portuguese Ministry of Internal Administration (MAI) wanted to rationalize processes, strengthen service efficiency and create a change program to take advantage of the benefits offered by new information technologies.

The government department evaluated ways to standardize existing procedures and rationalize and automate processes and one of the findings was a need for a new Portuguese Police system for the registration and issuance of notices and fine collection. MAI chose Accenture to answer this need.

Accenture teamed with the National Road Safety Authority (ANSR) to design and develop an integrated information system, known as Sistema de Contra-ordenações de Trânsito (SCoT), to be used by different police forces. This system:

• Used a personal digital assistant (PDA) or tablet personal computer on or offline to record traffic offenses at the scene.
• Allowed for pre-population of required data.
• Provided access to procedural support (back office) to facilitate offense management processes from where the offense was logged.
• Incorporated a business intelligence function that offered a range of predefined reports and ad hoc reporting features as well as options to analyze logged offenses and review appropriate handling procedures.
• Integrated applications with external databases and automatic payment terminals.

The Accenture solution delivered the SCoT system that:

• Standardized and streamlined procedures between multiple security forces and among them.
• Improved access to information for the officers, at the right moment and in the right place, by integration with multiple internal and external databases.
• Automated the production of statistics and other management information.
• Recognized for its role in enhanced efficiency and effectiveness which contributed to road accident reduction nationwide.
