The joint venture between a major bank and a major mobile carrier employs approximately 100 people and had revenue exceeding US$30 million in 2009. It chose Accenture to help it address implications with phone number porting rollout in Japan.

Business Challenge

In 2006, Japan introduced mobile number portability, allowing mobile customers to take their phone numbers with them when they switch carriers. This put carriers under renewed pressure to provide services that differentiated them from the competition. One carrier saw a unique opportunity to remain competitive by partnering with a major Japanese bank to provide banking services to its customers.

The resulting mobile bank joint venture required a unique business model to be put in place. While it understood the benefits of a core banking package, it also knew it needed a trusted partner to help manage the risks inherent in an implementation of this scale.

How We Helped

Accenture helped define the business and operating models, including business requirements and business processes. In conjunction, Accenture managed external interface development for domestic local settlement, ATM networks and printing.

In addition, Accenture:

Helped the program management office through build, test and launch phases of the Oracle Flexcube implementation.
Created a principle for system development to avoid excessive reliance on Oracle.
Defined a new service development process flow, focusing on effective communication between business and IT by defining the complete set of deliverables needed for the service launch.

In preparation for the launch, Accenture provided professional services to help the new joint venture obtain a banking license, demonstrating to the Japanese Financial Services Agency the readiness of the system.

High Performance Delivered

Taking advantage of package software and utilizing the new service development process, the bank can successfully launch new services rapidly, offering credit cards and consumer loans six months after launch and foreign currency deposit only three months later.

The new mobile bank has achieved 1 million new accounts in the years after launch. Both the major Japanese bank and the mobile carrier now have a new banking model that can be leveraged to expand their business in other countries in Asia and to establish payment services for foreign workers in Japan.
