The challenges and the solution

The world’s burgeoning population, blurring borders and an increasing focus on security have made it necessary and challenging for businesses and governments to reliably determine the identity of individuals they interact with. Globalization, international trade and progressive technology have redefined barriers of time, distance and commerce. Individuals are finding it easier to travel and collaborate and are receptive to emerging technologies and the possibilities they present. Recurrent geopolitical events and organized crime have made it essential to improve the identification of individuals—not only for the benefit of governments and businesses, but also for their citizens and customers.
The challenge is accentuated by the proliferation of digital identities created by social media, and a rising trend of electronic delivery of goods and services. Making sense of these diverse identities is a complex process for any organization, due to the varied types and range of systems in which identity information exists. The challenge is further compounded by various source documents that are accepted as proof of identity such as passports, driving licenses, birth certificates and utility bills. With insecure identities comes the risk of large-scale fraud, crime, illegal immigration, unlawful employment and terrorism. Hence, the ability to accurately and easily establish individuals’ identities is critical for organizations.
Accenture recognizes that accurate, convenient and cost-effective identification of individuals is a prerequisite for identity management. Point technology solutions can cater to specific requirements of customers or citizens, but a usable and effective identity solution requires a more comprehensive holistic approach. Accenture has been delivering biometric identity solutions to clients around the globe and based on experience accrued from ten years, it has developed its Unique Identity Services solution. This solution offers biometric matching by using fingerprints, facial metrics, iris and voice modalities, as well as biographic comparisons. It provides a simple way to answer identity queries using a standard-based interface between a client’s business system and the Unique Identity Service Platform. The solution includes pre-enrolment, enrolment, verification and identification services packaged to accelerate easy integration.
The underlying principle of Accenture’s Unique Identity Services is that every interaction with an individual adds value. It may reveal new information about that person’s identity, reinforce existing knowledge of an individual or, contradict it. At a minimum, it is useful for broader analytical purposes. Accenture’s Unique Identity Service Platform creates a composite picture of each individual through the concept of Emergent Identity the idea that every time an individual interacts with a system (an “identity event”), we learn something about them.
