Regulatory and licensing agencies find themselves asked to pursue conflicting objectives. They are challenged to stimulate economic growth, yet they must provide rigorous oversight and consumer protection in ways that businesses may view as obstacles to progress.
As governments grapple with how to improve overall performance, they won’t find one simple answer for regulatory improvement. Federal, state and local regulatory agencies can more easily collaborate when there are common technologies, processes and organizational structures to leverage.
The long term vision should include share of information across jurisdictional boundaries while providing businesses with the ability to meet their regulatory responsibilities through a single channel.

Start with closer scrutiny: Regulatory and licensing reform begins with an agency determining whether or not they are regulating the “right” organizations and professionals.
Improve organizational excellence through shared services: Moving common functions under a single shared service operation to efficiently manage without compromising the ability to regulate important areas.
Improve operational excellence through business process reengineering: Ensuring processes within an agency work as efficiently as possible.
Consolidate Technology: Providing a common set of tools for the citizen and the government employee, where access channels feed into a common platform.
