China has had notable success in building a manufacturing industry based on its abundant, cheap labor.
However, it lacks a mature services sector. To remedy this situation, the Chinese government launched the 1,000-100-1 Project in 2006 to accredit 1,000 internationally accredited outsourcing providers nationwide, attract 100 multinational corporations and support 10 outsourcing centers that rival the world’s best.
