Today, the biggest challenge for governments is to provide citizens what they want and need while using digital channels to improve public value. Digital citizens are empowered in a way that people in previous generations never were. They demand and expect the ability to initiate and dictate the dynamics of the citizen-to-government relationship in a whole new paradigm. Governments, therefore, need to align public service initiatives with the intent, expectations and preferences of digital citizens.
