An IDC vendor assessment of the 2013 U.S. state and local government consulting sector has identified Accenture as a leader in the field. Using the IDC MarketScape model, the study represents a quantitative and qualitative assessment of the characteristics that explain a vendor’s success in the marketplace and help anticipate its continued growth.
In naming Accenture as a leader in U.S. state and local government consulting, IDC states: Accenture has consolidated its public sector offerings to offer clients end-to-end solutions for the main challenges that Accenture sees governments facing around the world in areas such as enterprise services, digital services, social service integration, pensions reform, intelligent processing and compliance, and police services. For instance, in enterprise services, Accenture has launched new process-led prebuilt ERP solutions for public sector needs targeted to deliver major cost savings and much faster implementation compared with traditional ERP implementations.
It continues: Accenture has worked extensively with many of the largest states and cities in the United States and around the world to modernize processes, systems, and tools for delivering citizen services and to boost public sector productivity. For instance, the firm worked with New York City in the launch and development of its 311 services. Integrating and consolidating technology and databases and process streamlining for social service agencies are areas of Accenture expertise. Recent work includes helping Kansas, Iowa, and Ohio implement human services modernization programs and helping California build a health insurance exchange. Accenture has developed technology assets, the Accenture Public Service Platform and software applications, which align with the company's public sector consulting to help address growing state and local government needs for integration and citizen access across government agency silos. Accenture is known for Delivering Public Service for the Future, a global program providing insights to help government clients improve public sector productivity.
According to IDC, clients highlighted Accenture to be most strong in the following areas:
Most capable of all firms at integrating risk awareness and solutions, maximizing the value of a project, and transferring knowledge to clients
Additionally, Accenture is seen as among the most capable at helping organizations improve operational efficiency and at integrating appropriate analytics into an engagement
Accenture is considered better than many of its peers at directly improving clients’ overall performance, leveraging local and global staff appropriately, providing industry insights and competence the necessary spectrum of business consulting services.
IDC forecasts spending on business consulting services by U.S. state and local governments will be $2.4 billion in 2014, with a three-year CAGR of 5.3% to 2017. Overarching demographic trends such as aging populations and urban growth, financial austerity, and government reforms and legislation (from healthcare to digital strategies) form the underlying basis for many of the drivers of business consulting services, which can be aggregated into four themes: operational efficiency; mission effectiveness; digital engagement strategy; and sustainable economic development.

The IDC MarketScape vendor analysis model is designed to provide an overview of the competitive fitness of ICT suppliers in a given market. The research methodology utilizes a rigorous scoring methodology based on both qualitative and quantitative criteria that results in a single graphical illustration of each vendor’s position within a given market. The Capabilities score measures vendor product, go-to-market and business execution in the short-term. The Strategy score measures alignment of vendor strategies with customer requirements in a 3-5-year timeframe. Vendor market share is represented by the size of the circles. Vendor year-over-year growth rate relative to the given market is indicated by a plus, neutral or minus next to the vendor name.
