selected to help the Department transform its system to improve efficiency and
effectiveness. PeopleSoft Public Sector Financials was implemented and
administrative business processes were overhauled.

Challenge The Virginia Department of
Transportation has a $2.7 billion annual budget and employs 9,600 people to
build and maintain over 50,000 miles of roads within the Commonwealth.
The Department recognized that its method of collecting,
processing and sharing financial information was critical to effectively
managing resources and delivering service. The Department also recognized that
its current financial information management system could not support the
organization's needs moving into the 21st century.
VDOT officials conducted an extensive requirements analysis
and reengineering effort to determine the shape and purpose of a new financial
management system.
How Accenture
Helped To help the Virginia Department of Transportation develop
and implement FMS II, Accenture assembled a team of specialists with experience
in different areas. The team worked closely with the Department to design and
implement technical solutions, which simultaneously addressed individual facets
of change.
This included:
- Training,
- Software development, and
- The overall business need.
These combined to integrate systems, procedures and people
to deliver better and more economical service.
Accenture worked with the Department to replace and
consolidate the old financial management system, including general government
accounting capabilities as well as specific Department requirements.
PeopleSoft Public Sector Financials software was chosen to
meet the general accounting needs, including:
- General ledger,
- Accounts payable,
- Accounts receivable,
- Purchasing, and
- Budget preparation.
Accenture also developed customized cost accounting,
project and grant accounting, federal billing, and personnel and equipment time
entry capabilities using PeopleSoft's development toolset. The two sets of
solutions have been combined into a highly integrated and seamless programmatic
and operational system.
High Performance
Delivered The Virginia Department of Transportation turned to
Accenture to reengineer its administrative business processes, which involved
installing a new financial management system (FMSII), implementing redesigned
work processes and training employees.
Each year, the new system processes more than 260,000
vendor vouchers, captures data to process payroll for more than 10,000
employees, invoices and collects approximately $498 million for work performed
on federal grants and provides daily financial reports to customers.
Since FMSII has come online, it has helped managers make
better decisions about allocating resources and delivering improved service.
The collection and processing of financial information is
much faster and easier. And the automated workflow has made the routing of
electronic documents much easier, resulting in a quicker approval process.
