Shortcut to Business Challenge How Accenture Helped High Performance
Delivered Executive Summary Accenture's work with the IRS since 1981 has ranged from
systems building and programming management to innovative change management and
training. Currently, Accenture is providing systems development, systems
planning, and operational strategy services to the IRS Telephone Routing
Information System (TRIS) system staff.
Collaborating on New Systems and Training
Business Challenge The primary business challenge for IRS
is to continuously perform their operations with fewer resources. They have to
collect more taxes in addition to performing all of their customer service
activities.
The Telephone Routing Information System (TRIS) is an
effort to move routine inquiries onto a Voice Response Unit platform. This
platform responds to very basic inquiries (balance due, refund inquiry, etc.)
automatically.
The Integrated Collection System (ICS) provides better
information to revenue officers and speeds interactions with IRS central
processing to allow them to resolve more cases faster. The IRS PRIME activity
is essentially executing this same mission of doing more with less on an
enterprise wide basis.

Helped Accenture's work with the IRS since 1981 ranges from
systems building and program management to change management and training.
In 1995, we were awarded a prime contract on the Treasury
Information Processing Support Services (TIPSS) contract. TIPSS is a U.S.
Treasury Department wide contract vehicle that supports each of the Treasury
Department bureau's with services ranging from information processing to
socio-technical consulting.
High Performance
Delivered Accenture is currently providing the IRS Telephone Routing
Information System (TRIS) system staff:
- Systems development,
- Systems planning, and
- Operational strategy services.
TRIS is a collection of automated self-serve applications
that allow taxpayers to access information about their account through a voice
response system (VRU).
Accenture provided architecture and technical support to
the IRS during the development of this collection system. The Integrated
Collection System (ICS) is a client-server based system that provides access to
case files to the Revenue officer connected by LAN or by dialing-up.
This quality work has recently been recognized by the IRS.
We have been asked by the IRS to become a teammate on the recent award of the
IRS PRIME contract. The PRIME contract is charged with modernizing all of the
IRS tax processing and internal operational systems.
Accenture's scope of services on this contract is to
provide, in addition to baseline core technical capabilities, expertise in the
areas of tax systems, and tax systems planning.
