How do you measure value? Public managers today are increasingly seeking ways to “do more with less” and to answer critical questions about public sector productivity, such as how do you manage and measure performance in government and what are the key performance indicators for government organizations? Traditional performance management approaches focus on measuring inputs (e.g., the number of police officers employed) and outputs (e.g., the number of people arrested) rather than outcomes (e.g., crime levels and overall public safety). These approaches do not sufficiently focus on citizens and fail to take a holistic view of an organization's performance. This, in turn, encourages a silo approach that often puts strategic objectives at odds. To help public managers with this challenge, a more holistic approach to measuring value was developed: the Accenture Public Service Value Model. Designed to complement traditional performance measurement tools, the Accenture Public Service Value Model is a disciplined approach to defining public outcomes and quantifying results. Flexible enough to be applied globally, the Accenture Public Service Value Model measures a public service organization’s ability to deliver outcomes cost-effectively over time. Next: Why Accenture |
