About the Accenture Global Cities Forum Accenture Public Service Value Governance Framework Executive Overview City Reports Return to the Accenture Global Cities Forum home page to access the Flash site  Accenture conducted Global Cities Forum events in eight cities in 2007 and five cities in 2008—yielding rich insights into how people define public value and what they expect of their governments. This year’s Executive Overview compares and contrasts findings across all 13 cities. Among the findings:
Participants varied in their call for government to focus on “the quality of service individual public service users receive” or to work toward “what is good for everyone in society as a whole.”
- Except for those in Madrid, New York and Singapore, Global Cities Forum participants felt that “the amount of tax people pay” should be less important than the needs of citizens and service users in determining how public services are planned and delivered.
- With the exception of Madrid, participants were unified in their desire for government to take a longer-term outlook.
- Overall, participants agreed that government should focus on providing universal services that “deliver to everyone equally” rather than targeting services to “those with the highest level of need.” (The only exception: Tokyo, where participants felt the focus should be on those with the most need.)
- Across almost all cities, people emphasized two basic values as guiding principles of public value: equality and fairness, and transparency and accountability.
- Although participants in every city agreed that equality and fairness is a critical aspect of public service provision, they differed in how they defined the concept.
In this year’s Global Cities Forums in Oslo, Toronto, Tokyo, Rome and Dublin, we also explored the four components of the Accenture Public Service Value Governance Framework vis-à-vis three key social conditions: health, learning and education, and public safety.
