Best of Texas 2006 Award for Best Application Serving the Public: TexKat Web-based Evacuee Assistance Program, Texas Health and Human Services Commission After Hurricane Katrina struck, a Texas Health and Human Services Commission (HHSC) and Accenture team worked over three days to create a Web-based, rapid application system called TexKat and a corresponding application process that would allow HHSC workers to complete and process benefit and assistance applications with just a laptop computer and Internet connection. The system was used at some 180 sites, and within days, hundreds of state employees were trained and entering information. TexKat enabled benefits to be delivered directly to evacuees quickly—a new case could be processed within 30 minutes. When evacuees enrolled for food stamp assistance, HHSC could often provide a benefit card that same day for immediate shopping. And, because the system was Internet-enabled, workers could go where the evacuees were, performing interviews directly in the shelters where they stayed. High Performance Delivered During the three-month surge of evacuees into Texas, HHSC processed over 43,000 applications statewide using the new system, providing benefits for approximately 75,000 evacuees mainly in the form of food stamps, which totaled more than $10 million in value. Best of Texas 2005 Award for Best Application Serving the Public: Mobile Protective Services (MPS), Texas Department of Family and Protective Services With the help of Accenture, the Texas Department of Family and Protective Services (FPS) developed a new mobile solution to help caseworkers complete documentation and access resources from the field. Mobile Protective Services (MPS) is a custom application developed for Tablet PC use by Adult Protective Services caseworkers. MPS is used in the field to collect case information and document field visits directly into a mobile version of the agency's Statewide Automated Child Welfare System (SACWIS). High Performance Delivered This direct case documentation eliminates the need to re-type case information back in the office; saving time and improving documentation quality. Caseworkers can connect wirelessly to the SACWIS application and synchronize their information quickly; providing a more efficient case documentation process and improved information sharing with supervisory staff.
