Providing over $500 million in
research grants and scholarships annually, the Natural Sciences and Engineering
Research Council (NSERC) plays a vital role in shaping the way Canadians
benefit from science and technology.
The Business Challenge
Despite operating
with an enviable level of accountability and thoroughness, NSERC faced numerous
pressures to adapt, improve and broaden its suite of services: researchers and
students demanded an easier process for applying for NSERC funding; NSERC's new
SmartCanada vision aimed to make NSERC more flexible and proactive in its
pursuit of fostering discovery and innovation in Canada; and Canadian
Government On-Line (GOL) standards continued to encourage government
institutions to e-enable their services. NSERC recognized that a bold Internet
presence would help address these strategic imperatives.
The Solution
From January through April
2001, NSERC and Accenture worked together to develop an eBusiness strategy that
identified how NSERC can use Internet-enabled tools to enhance delivery of its
services to its communities of interest.
The eBusiness strategy approach developed for NSERC leveraged Accenture's
deep skills in strategy and technology to develop an integrated eVision, a
delivery model and a migration strategy for the client. The eVision defined a
new portal-enabled service delivery model that was responsive to client needs
yet achievable given current technology constraints. The delivery model
identified how each service would be developed and delivered, taking into
account current strengths and outsourcing options, and all the business and
technology infrastructure that would be required for successful implementation.
The Results
The migration strategy
defined a high-level implementation plan, taking into account business
priorities and gaps in both business and technology capabilities. Together,
these work streams comprised a compelling, fully actionable, strategy approach,
which the client is currently driving forward.
