The ability of organisations to generate and sustain high performance through their workforce is challenged today by a number of industry and demographic trends. Aging workforces, skills shortages and increased competition for talent underscore the need to improve processes for defining, discovering, deploying, developing and retaining world-class talent. In addition, the critical importance of workforce competency in a knowledge economy and the shifting of global economic power in a multi-polar world—defined by multiple centres of economic power and activity—contribute to the need for exceptional talent. However, most organisations are struggling to develop and retain an effective workforce. The most recent Accenture High Performance Workforce Study found that few executives believe their most critical workforces are performing at a high level. Furthermore, only 14 percent of those surveyed described the overall skill level of their workforce as industry-leading. Accenture research also shows, however, one important bright spot: outsourcing of the HR and learning functions is not only growing in popularity, but is providing a distinctive advantage.
