 Contemporary management literature is filled with studies and proposals about how private sector companies can create value for shareholders. Unfortunately, what works for private enterprise does not translate easily, if at all, to public service.
Over the past two years, we have studied dozens of public service organisations around the world to identify the strategic and operational principles for creating public value. In doing so, we have built on Accenture’s long-standing research into high performance businesses to understand what public service organisations need to do, how they should be organised and what behaviors they can adopt to help transform them into high-performance government organisations. In this paper, we outline a set of principles for creating public value-principles that reflect the context and circumstances of public service organisations. We assess the strategies and visions in the New South Wales state plan, and take a look at how the South Australia “Thinkers in Residence” program has encouraged cross-agency and multi-department working.
